Debra Borders has been employed with the City of Scottsboro since 2002. She was hired as the Human resource clerk. After filling in as a temporary director for six months, she was appointed as the director of human resources  in 2006.

The Human Resource (Personnel) Department was established by Ordinance #160-A the 11th day of April 1977.

The Human Resource Department is a service organization that acts as a resource or internal consultant to the governing body, other departments, and to city employees in issues that involve policy and/or employee related matters. Our objective is to act in a consistent, timely, and equitable manner to all internal and external clients.
