Debra Borders has been employed with the City of Scottsboro since 2002. She was hired as the Human resource clerk. After filling in as a temporary director for six months, she was appointed as the director of human resources  in 2006.

The Human Resource Department is responsible for conducting the employment process in a manner that complies with State and Federal Laws, City Policy, and at the directives of the Council and Mayor.

 

The objective of the employment process is to recruit, employ, and retain the most qualified candidate(s) for each approved, budgeted vacancy in a timely manner. Human Resource acts as a resource to department management to facilitate the employment process.  Each classified job is on an approved pay range that has twelve steps.

The City of Scottsboro follows an internal posting process for all full-time vacancies to provide existing employees the opportunity to identify and be considered as a candidate for budgeted vacant positions. This policy could result in the selection of existing employee to higher-level position within the same department or citywide if qualified. New employees normally enter a department in an entry-level position and then have the opportunity to be considered for higher-level jobs based on qualifications and performance.

The Human Resource Department develops and administers a wide range of policies, procedures and programs in the following areas: recruitment and selection of all City employees, equal employment opportunities, organizational development and training, performance reviews, safety and workers’ compensation, the drug free workplace program, and the safety incentive program.
